Man jumps from building after being stopped for speeding

A Johnson City man jumped from a building Friday, and it all started after he was stopped by police for speeding.

JOHNSON CITY, Tenn. -

A Johnson City man jumped from a building Friday, and it all started after he was stopped by police for speeding.

It happened earlier Friday morning outside of the Emergency Management Agency building on E Maple Street. Police had to break through a window trying to convince 39-year-old Tommy Garland to come down and speak with officers. Click here to watch our raw video of the incident.

Police initially stopped Garland for speeding around 9 a.m. Captain Debbie Botelho says once Garland stopped the car he ran, climbed the building, and wouldn't come down. "He thought there were other charges on him, but there were not. He requested his wife come up to the scene, we made contact with her and she did come. We contacted our hostage negotiator," added Captain Botelho.

Johnson City Police say Garland jumped a short distance from the back of the building and is suffering minor injuries. Police say there may be future charges.
