RICHMOND,. Va. -

For the fourth year in a row, Virginia is ending the budget year in the black. That could mean good news for state employees.

Virginia Governor Bob McDonnell's administration says Virginia has a $262 million general revenue surplus. Revenue collections increased by 5.3 percent.

The administration says that means state employees will get a pay raise.  Employees received one-time bonuses last year and in 2010.

This year's raise will be the first permanent increase in base salaries for state government personnel since 2007.
